PROBLEM TO BE SOLVED: To measure a polarization mode dispersion at a specific point of an optical transmission line or in a specific transmission path formed of optical fibers after laid. SOLUTION: A polarization mode dispersion-measuring apparatus 10 brings an optical pulse of a predetermined wavelength into an optical transmission line, and measures an amplitude of a (p) polarization component light and an (s) polarization component light and, a phase difference of the (p) polarization component light and (s) polarization component light on the basis of a return light of a reflecting light and a back scattering light reflected and scattered by each of connection parts 5 and 6 and an optical fiber leading end part 7. At this time, a polarization controller 16 converts a polarization state of the optical pulse brought in the optical fiber to be measured to a first and a second polarization states. The polarization mode dispersion-measuring apparatus 10 measures each amplitude value of the (p) polarization component light and (s) polarization component light corresponding to the optical pulses in the first and second polarization states, and each phase difference of the (p) polarization component light and (s) polarization component light, carries out a predetermined operation based on the measured amplitude values and phase differences and calculates a polarization mode dispersion to the optical pulse of the predetermined wavelength.
