PROBLEM TO BE SOLVED: To prevent an information quantity of a required quantity or over from being distributed to a block in the image compression. SOLUTION: An information controller 15 acquires a Q scale value of a just preceding frame from a buffer 14 and sets a lower limit of the Q scale value going to be obtained now from the acquired just preceding Q scale value. The information controller 15 calculates the Q scale value and compares the result of the calculation with the set lower limit. At the time of discriminating that the calculated Q scale value is smaller than the set lower limit, the information controller 15 replaces the Q scale value with the lower limit and provides an output to a quantizer 5. When the calculated Q scale value is larger than the lower limit, the information controller 15 outputs the calculated Q scale value to the quantizer 5.
