SOLUTION: The system has a traffic monitoring part 1 monitoring a traffic situation, a traffic situation writing means 2 writing the traffic situation into a traffic situation file 3, a traffic control part 6 executing traffic control in respective roads, which is operation-inputted to a traffic on every occurrence of the traffic, a traffic control writing means 16 writing traffic control on every accident, which the traffic control part executes, into a control data file 10, an accident situation writing means 12 writing an accident occurrence situation containing occurrence time in the respective accidents corresponding to traffic control that the traffic control part executes and the traffic situation at the time, which is read from the traffic situation file, into an accident occurrence situation file 9, an accident retrieval means 5 retrieving the accident whose accident occurrence situation is approximated to or matched with the accident occurrence situation from the accident occurrence situation file in accordance with the detection of the new accident occurrence and control guide output means 11 and 13 reading traffic control corresponding to the accident retrieved by the accident retrieval means from the control data file and displaying/ outputting it.
