PROBLEM TO BE SOLVED: To improve the adhesion property of a fluororesin to a base material of a fixing member, to enhance paper releasability and wear resistance and to make image quality higher by constituting a high-polymer composition layer from a tight contact layer containing the cyclic fluororesin having a functional group and the outermost layer containing the cyclic fluororesin free of the functional group. SOLUTION: The high-polymer composition layer consists of the tight contact layer containing the cyclic fluororesin having the functional group and the outermost layer containing the cyclic fluororesin free of the functional group. In such a case, a fixing roll 1 is constituted by providing the inside of a cylindrical arbor 1a with a heater lamp 1d, forming an elastic material layer 1b on its outer peripheral surface and further, forming a release layer 1c on the outermost periphery. A pressurizing roll 2 to be arranged in pressurized contact with this fixing roll 1 is constituted by providing the inside of a cylindrical arbor 1a with a heater lamp 2d, forming an elastic material layer 2b on its outer peripheral surface and further, forming a release layer 2c on the outermost periphery. The release layers 1c and 2c are constituted of the previous tight contact layers and the outermost layers.
