PROBLEM TO BE SOLVED: To prevent changing of paper folding quality due to the number of paper sheets to be folded in the lump at one time on a paper folding device in a mail inserting and sealing system. SOLUTION: A paper folding device has two paper folding rollers 17, 18, a servo motor 21 to drive these paper folding rollers 17, 18 and a control device 22 to control it. The paper folding device has a sensor S to detect documents 10 each time when they are delivered one by one. It is devised that a signal showing that the documents to be inserted in one envelope from a part of the previous process are finished delivering is input to the control device 22. Additionally, the control device 22 computes the number of the documents to be folded at one time from the signal of the previous process as well as the sensor S. Furthermore, the control device 22 is devised to lower rotating speed of the servo motor 21 in the case when the number of the documents 10 to be folded at one time is large and to raise rotating speed in the case when the number of the sheets is small.
