PROBLEM TO BE SOLVED: To prevent the overlap of a database and also to simplify and optimize the database. SOLUTION: When the card issue processing is started by a host computer 10, an arithmetic part 20 reads an instruction code out of an instruction code database file 7 as the IC instruction data and inputs this data to a built-in data memory of an IC chip 31 of an IC card 30 via an issuing machine 11. Then the part 20 inputs the instruction data to which the data read out of a personal database file 5 or a common database file 6 are added according to the definition contents to the data memory if the additional data are a necessary instruction code. |
