SOLUTION: A refrigerant flow reducing means P reducing a flow rate of the refrigerant which passes a needle fitting and insertion clearance 17 formed between a needle fitting and insertion hole 16 and a needle 2 fitted and inserted therein and flows from a refrigerant flow passage 9 side into an internal space 30 side of a case 3 is provided in a valve body 1. When the refrigerant passes and flows in the needle fitting and insertion clearance 17 in accordance with rise or drop of refrigerant pressure, the adhesion of sludge mixed in the refrigerant on a wall face of the needle fitting and insertion clearance 17 is suppressed by the reduced amount of the refrigerant, improper operation of the needle 2 caused by the adhesion of sludge is prevented as much as possible, and proper operation thereof is ensured owing to the above configuration.
