PROBLEM TO BE SOLVED: To properly read a number plate by providing a histogram projecting direction correcting means for correcting a projecting direction set to a histogram generating means and storing the corrected projecting direction. SOLUTION: A binary image generated by an image binarizing means 2 is projected in the prescribed projecting direction by a histogram generating means 3 and a histogram is generated from the cumulative number of projected black points. Next, the projecting direction of the histogram generating means 3 is set by a histogram projecting direction correcting means 7. On the basis of at least one result among the detected result of a number plate detecting means 4, the detected result of a character detecting means 5 and the recognized result of a character recognizing means 6, the projecting direction set to the histogram generating means 3 is corrected and the corrected projecting direction is stored. Thus, even in the case of an image having geometrical distortion caused by the influence of camera installed conditions, the number plate can be properly read.
