PROBLEM TO BE SOLVED: To suppress the number of waves which arrive at the same time below the maximum number of channels and to reduce interference with other systems by calculating transmission permission probability and transmission probability again a certain time later if transmission probability decreases below transmission permission probability and performing control so that packet transmission is carried out when the transmission probability increases above the transmission permission probability. SOLUTION: A base station 2 and user stations 1-1 to 1-3 communicate with each other through a satellite 3 by using an outgoing line 4a and a incoming line 4b. The transmission frequencies of the line 4a are set to channel #1 to #N and information on the number of free channels is broadcasted from the base station 2 to all the user stations 1-1 to 1-3, so the information is received. At the same time, the number of connecting users which are accessing the base station 2 at the same time is also broadcasted from the base station 2 to the user stations 1-1 to 1-3, so the user stations 1-1 to 1-3 which read it in determines transmission probability by a specific method to perform packet transmission.
