A subscriber loop multiplexer for connecting a number of subscribers to a highbandwidth carrier uses and architecture allowing centralization of the traffic management, switching, and signaling functionality. Specific embodiments provide single stage of traffic management and switching functionality, serial point to point interconnection of line access functions to uplink functions, non-statistical multiplexing of upstream cell traffic, per line card flow control of upstream cell traffic, per port multistage flow control of downstream traffic, and per port cell emission scheduling of downstream traffic.
