PROBLEM TO BE SOLVED: To provide a locking device which is normally operated as an electric- control type locking device with excellent security, and manually locked or unlocked during troubles or power failures, and also provide a rotary door device having the locking device. SOLUTION: This locking device is capable of preventing the operation of a movable part 3 by engaging/disengaging a locking body with/from the movable part 3. The locking device comprises a lock bolt supported in a box 1 in a depressing manner, a first coil spring 5 to urge the lock bolt 2 in the projecting direction, a first solenoid 4 to drive the lock bolt 2 in the depressing direction, a locking body 6 to be engaged with the lock bolt 2 at the depressing position of the lock bolt 2, and a manual unlocking arm 9 to shift the lock bolt 2 from the projecting position to the depressing position.
