PROBLEM TO BE SOLVED: To remarkably enhance the operability of image filing by automatically setting proper resolution in the case of filing image data. SOLUTION: A filing section 5 generates image data with three kinds of resolutions as super fine, fine and normal from image data with high resolution received from a reader section 1. An OCR section 9 executes character recognition processing as to each of the high resolution image data and the three image data generated by the filing section 5 to obtain recognition results A-D. Then a threshold value setting section 10a sets a threshold value to decide image data to be filed on the basis of the recognition results A-D and a filing image decision section 10b decides image data to be filed on the basis of the threshold value. Thus, the image data decided by the section 10b are stored as a filing image.
