PROBLEM TO BE SOLVED: To provide a system for cooling and heating a house utilizing an underground temperature or a substantially constant temperature through four seasons. SOLUTION: A heat storage tank 1, enclosing an air layer retaining an underground temperature, is buried under the ground of a housing, while a ventilating pipe unit 2, whose lower end opening unit communicates with the heat storage tank 1 and whose upper end opening unit is opened in the upper part in the housing, is established under a condition that the ventilating pipe unit 2 is penetrated from the underground of the housing through the housing. A rotary shaft 6, driven along up-and-down direction in the ventilation pipe unit 2 by an electric motor 5, is enclosed and suction fans 7, 7' are mounted respectively at the upper part and the under-floor position of the rotary shaft 6, while a ventilation pipe opening and closing device 9 for tightly closing the ventilating pipe unit 2 upon heating only is provided above the suction fan 7' of the under-floor position. Furthermore, an opening and closing unit opened upon heating only is provided on the outer peripheral wall of the ventilation pipe unit 2 between the suction fan 7, 7', and the suction fans 7, 7' are rotated respectively to suck air in the heat storage tank 1 and introduce outdoor air into the heat storage tank 1.
