PURPOSE: A method and device of monitoring traffic automatically is provided to accurately detect traffic offenses of a vehicle by sensing a vehicle's running state in a vehicle stop line. CONSTITUTION: The vehicle's running state is sensed in a vehicle stop line made on a cross street of road, and thus a vehicle occurring a traffic offense can be accurately sensed. A vehicle sensor(26), a camera(22), and controller(20) are mounted to a traffic signal lamp(30) of a complex cross street If the traffic signal lamp is converted to a stop signal, a vehicle sensor generates laser signal. If the vehicle sensor outputs a vehicle detecting signal. an operation signal is applied to a camera, and an image signal from the camera is stored in a memory. Thereby, automatic traffic monitoring device accurately detects a traffic offense of a vehicle by sensing a vehicle's running state in a vehicle stop line.
