PROBLEM TO BE SOLVED: To effectively achieve greening purpose by blocks and promote natural bleeding effect while achieving lining and stretching purpose by lining blocks using lining work such as a retaining wall, a revetment, a river bed and an open space or the lining blocks of a flat roof such as a housetop and a balcony or external facing blocks forming the outer wall of a building. SOLUTION: Block structure with seeds blended on the surface of a block 1 lining ground or a flat roof or the block 1 stretched on a building, is layered by applying a seed fixing layer 2 with lean-mixing cement, and possesses the seed fixing layer 2 on the surface of the block 1. The seed fixing layer 2 is backed up by a root nourishing layer 8 promoting the rooting of a plant germinated from the seed fixing layer.
