PROBLEM TO BE SOLVED: To provide a metal oxide powder which, when mixed with a plastic and molded, gives a plastic product with controlled generation of a dioxin during incineration, serving to decompose it into water, carbon dioxide and chlorine through the catalytic action to thereby make it harmless, and which can improve a soil polluted with a dioxin through the catalytic action to give a harmless soil. SOLUTION: Metal oxide powders are produced by burning and oxidizing iron-base or non-ferrous metal grinding chips, cutting chips, polishing powders and the like, hitherto discarded as industrial waste. A plastic raw material mixed with the metal oxide powder is molded into a plastic product. The generation of dioxin can be controlled when this product is incinerated. The addition of the metal oxide powder to a soil polluted with a dioxin can decompose the dioxin to make the soil harmless.
