PROBLEM TO BE SOLVED: To perform maintenance of the already installed valve and appropriately and easily mount a newly-installed valve without interrupting water supply by fixing a valve element on an optional position only by an operating machine side in spite of the presence of the looseness of a clutch mechanism. SOLUTION: In this clutch structure, a claw clutch mechanism for rotating, returning and actuating a valve element from a fully closing position to a fully opening condition against the weight energization force of a weight is arranged between a rotary shaft 13 on an operating machine side and a valve shaft 3. A fixing device 22 which can fix both clutch pieces 10A, 10B' in optional clawing state and can release fixation is arranged between the operating machine side clutch piece 10A and valve shaft side clutch piece 10B' of the clutch mechanism.
