PROBLEM TO BE SOLVED: To provide an outer surface electrode fluorescent lamp of an energy saving type or increased in luminous energy. SOLUTION: This outer surface electrode fluorescent lamp has a glass tube 7 wherein a phosphor film 8 is formed on its inside wall face and a discharge medium containing a xenon gas is enclosed, and a pair of band-like electrode layers 9a, 9b additionally formed on the circumferential surface on the glass tube 7 with a wide separation on one side and with a small separation on the other side. In this case, the glass tube 7 is made of glass having a specific dielectric constant of 7.0 or more, or a dielectric dissipation factor (tanδ) of 0.001 or less.
