PROBLEM TO BE SOLVED: To simply and stably sense a degree of deterioration of a liquid by turning a light projected from a light-projecting part to spots from a plurality of points in a vertical direction, to a linear or planar form extending in the vertical direction, and receiving the light by a light-receiving part in accordance with the projection. SOLUTION: A light-transmitting element 12 for projected light projects a light P from a light-emitting element 11 of a light-projecting part 1 to a liquid 4 to be measured. The light-transmitting element has other ends 12a-12d arranged to a plurality of projection points in the vertical direction opposite to a space to which the liquid 4 to be measured can be set. A light-transmitting element 21 for received light of a light-receiving part 2 has one ends 21a-21d arranged to hold the liquid 4 to be measured to an opposite position to the other ends 12a-12d, and has the other ends connected to a photoelectric converter 22 for received light. The light received by the one ends 21a-21d at a plurality of points in the vertical direction and added at the other ends is converted by the photoelectric converter 22 for received light to an electric signal, A/D converted, and displayed by an output display part 31. An operation part 5 compares an output of the light-receiving part 2 with a reference value and operates to decide a degree of deterioration. The result is displayed by a decision display part 32. It does not matter whether the projection and reception of light is changed to a linear or planar form of expanding in the vertical direction.
