PROBLEM TO BE SOLVED: To obtain an ATM link switching system which can perform a switching process in a short time while maintaining specific service quality when the system is switched. SOLUTION: A delay priority selector 40 is provided which reads cells of high delay priority out of respective cell temporary storage devices 30 in order and outputs them under the control device of system switching, cells are read out of the cell temporary storage device 30 of a standby system at the time of system switching and after the cell temporary storage device 30 of the standby system stored no cells of higher delay priority than cells stored in the cell temporary storage device 30 of an active system, the cells are outputted from the cell temporary storage device 30 of the active system to the delay priority selector 40.
