SOLUTION: A potential of a scanning electrode (for example, a potential of a scanning electrode SCN1 at the time t2) Vi (V) applying a scanning waveform is set lower than a potential of the scanning electrode Vf (V) at an application finish time t1 of an initialized waveform, and also a potential of a sustaining electrode Vq (V) at the time of applying the scanning waveform is set lower than a potential of the sustaining electrode Vp (V) at the application finish time t1 of the initialized waveform.
