摘要 PROBLEM TO BE SOLVED: To provide an evaluating device for obtaining battery voltage in a proximity of a desired voltage, by controlling charging current or discharging current based on difference between the desired voltage value and the battery voltage so that the battery voltage equals to the desired voltage value, allowing change to at least two control gains in control, and changing the control gains according to the elapsed time of the control. SOLUTION: A battery 11 to be tested is set, and upper limit and lower limit voltages, a desired voltage value, and a control/measurement abnormal value are set by a command from a control managing portion 14. Constant current control is selected, the set constant charge current is supplied from charge/discharge portion 13 to the tested battery 11, and constant current charging control is performed. When voltage tested by a measuring portion 15 is less than the upper limit voltage, the constant current charging is continued. When it reaches the upper limit voltage, a voltage control loop is performed so that battery voltage equals to the desired voltage value. A control that a control gain is gradually decreased and made to the desired voltage value (Va)∓high resolution control range (Ve) is carried out. When the voltage control loop is completed, charging with constant voltage charging control is performed.
