PROBLEM TO BE SOLVED: To easily prepare and output map data or graphic data capable of expressing even complicated topography or shape with fidelity from the data of a little storage capacity at high speed. SOLUTION: The existing altitude data of mesh form of a numerical map (issued by the National Geographical Survey Instituted) are made into polygon by a polygon part 10A for mesh data, the existing shoreline position data of vector form of geographical numerical information (issued by the National Geographical Survey Institute) are made into a polygon by a polygon part 10C for vector data, and these polygons are respectively stored in a storage part 10B. Next, these stored altitude data and shoreline position data made into polygons are synthesized by a synthesizing part 10D and map data are prepared and stored in the storage part 10B. Then, these stored map data are plotted by a polygon plotting part 10E and displayed out on a display device 16.
