PROBLEM TO BE SOLVED: To provide a plasma display panel(PDP) of a high quality, capable of preventing incidental, unexpected and unnecessary discharge light emission in a non-display region. SOLUTION: In a surface discharging type PDP, a plurality of electrodes juxtaposed with each other and barrier ribs 9 for separating the electrodes are formed in a display region and a non-display region. The PDP comprises: a first substrate 1, in which the electrodes in the display region of the plurality of electrodes serve as writing electrodes 4 and the electrodes in the non-display region serve as dummy electrodes; first phosphor layers 12, each of which is applied onto the writing electrode 4 between the barrier ribs in the display region; second phosphor layers 8, each of which is formed by applying phosphor onto the dummy electrode 5 between the barrier ribs in the non-display region in a quantity greater than that in the first phosphor layer; a dielectric layer 10 and a protective layer 11 formed in such a manner as to cover a plurality of discharge maintaining electrode pairs 3; and a second substrate disposed opposite to the first substrate 1 with a predetermined interval therebetween.
