PROBLEM TO BE SOLVED: To obtain a composite material for engineering works exhibiting ground reinforcing and filtering performances in a limited time interval needed for stabilization of ground, not disturbing migration of a small animal in the ground and greening of the ground after the sufficient stabilization of the ground and having properties of partly and gradually decomposing under a natural environment without losing the reinforcement function for the ground and to provide a method for ground reinforcement. SOLUTION: This composite material for engineering works is obtained by combining a sheet comprising a synthetic polymer A which has >=50% strength retention after three months burying in soil and is physically, chemically and biologically stable in soil and having >=4 mm2 opening part area with a fabric comprising fibers B which have <=30% strength retention after three months burying in the soil and are physically, chemically and biologically unstable. This ground reinforcement uses the sheet comprising the synthetic polymer A and having >=4 mm2 opening part area and the fabric B comprising the fibers as a laminate.
