PROBLEM TO BE SOLVED: To provide the subject apparatus, which dries and cools livestock feed or food powder of high moisture content and kept at a high temperature, while keeping it high in quality, without causing problems, e.g. contamination with bacteria carried by air. SOLUTION: This apparatus dries and cools, e.g. livestock feed or food powder, containing moisture at 18 to 25% and kept at 70 to 90 deg.C, to a moisture content of 5 to 15% and 10 to 20 deg.C by charging the powder in the drier/cooler 1, provided with a conveyor, paddle or the like therein, kept under a vacuum of 15 to 30 Torr. and operating continuously, and passes the powder through the drier/cooler 1 for 3 to 10 min by a conveying means (e.g. conveyor) or stirring means (e.g. paddle).
