PROBLEM TO BE SOLVED: To clean the surface of a coating film and to improve antifouling property to prevent refouling by using an aq. treating solution containing a silicon compound and a surfactant to the coating film containing a silicon compound. SOLUTION: The aq. treating solution containing the silicon compound A and the surfactant B is used to the coating film containing the silicon compound to remove the contaminant and to improve the antifouling property to the coating film having a specific functional group. The silicon compound A exhibits the cleaning effect and reacts with the silicon compound contained in the coating film to perform a role to improve the antifouling property and as the component A, an alkali silicate compound, a silicone resin or the like is used. The surfactant B exhibits fouling removing action and decreases the surface tension of the treating solution to improve the wettability to the coating film to be treated and as the component B, a nonionic surfactant, and anionic surfactant or the like is used.
