PROBLEM TO BE SOLVED: To realize a partial collapse without forming a protrusion and recess portion at a flat plate side without adhering a new flat plate by sandwiching a single-faced corrugation formed at the flat surface along a flat surface between the flat surface and a protruding surface, and forming collapsible portions on a corrugated plate. SOLUTION: A single-faced corrugation 3 made of paper in such a manner that a corrugated plate 5 side is directed toward an embossing roller 8 having numerous protrusions 10 is passed between the roller 8 and a flat roller 7 having no protrusion and recess portion, and numerous collapsible portions 4 are formed only at the plate 5 side. Since one side of the roller is the flat roller 7, the protrusions 10 of the roller 8 are not engaged with the roller 7 of the other roller. Since a flat plate 6 is disposed along the roller 7 side, no protrusion and recess portion is formed on the plate 6. Since the collapsible portions are formed only on the corrugated plate, the single-faced corrugation can be bendable in all directions. Since the flat surface is formed along the flat plate side, it is not affected by the influence of the protrusions of the protruding surface, and hence the plate 6 does to become uneven but holds the flat state. Accordingly, it is not necessary to newly adhere the flat plate.
