PROBLEM TO BE SOLVED: To improve working efficiency by shortening the down time of a forming drum at the time of switching a strip member. SOLUTION: In a standby station distant from a winding-out station M, winding of a liner R for finding the beginning of a strip member B as a means of winding on an outer stage, unwinding of the liner R around a reel 17 as necessary, and replacement of the reel 17 are performed, thus it is possible to unwind the strip member B upon the completion of conveyance of the movable frame 14 to the unwinding station M, carry out the movable frame 14 upon the completion of the unwinding of the strip member B, and carry in the next movable frame 14 to the unwinding station M.
