PROBLEM TO BE SOLVED: To perform the recording of information without interrupting a recording while compressing the information into variable rate data in real time by compressing the information inputted from the outside into variable rate data and storing them in a buffer and recording the stored information on media while deciding a recording speed by the average compression rate of compressions of variable rate data. SOLUTION: This device starts a recording when the information stored in a buffer exceeds a level B. The level B is set to a level which does not reach the bottom when a storage amount is most reduced in the case of recording of the stored information at the recording speed made to correspond to the average compression rate. Next, information (1) disappears till a certain time from the buffer, but, information (3)is stored in the buffer simultaneously. At the next time, one part of information (2)and the information (3) disappear from the buffer, but, information (4) is stored in the buffer simultaneously. Next, the information (3) disappears from the buffer, but, information (5) is stored in the buffer. Thus, the stored information is continuously recorded without intermission in such a manner and the equilibrium between the average compression rate and the recording speed is realized. Then, the storage amount of the buffer is increased or decreased around the level B.
