PROBLEM TO BE SOLVED: To obtain a developing device capable of adjusting a liquid coloring medium to have uniform film thickness and proper density. SOLUTION: This developing device is provided with a liquid coloring medium carrier 7 developing an electrostatic latent image formed on an electrostatic latent image carrier by sticking the liquid coloring medium to the electrostatic latent image carrier, a liquid coloring medium supplying foam roller supplying the absorbed liquid coloring medium to the surface of the carrier 7 while rotating in press-contact with the carrier 7, an electrode roller 21 arranged proximately to the carrier 7 through the roller 27 of the electrode roller and regulating the film thickness of the liquid coloring medium supplied to the surface of the carrier 7, and a voltage applying means applying bias voltage between the carrier 7 and the roller 21 so that toner may be electrophoresed to make the liquid coloring medium on the carrier 7 have higher density than the liquid coloring medium on the roller 21.
