PROBLEM TO BE SOLVED: To improve the Wh efficiency of charging without lowering the capacity of a battery by executing charging different from periodical charging, for every predetermined integrated discharged quantity of electricity. SOLUTION: Leveling charging is executed every time the integrated discharged quantity of electricity is five times or more the rated capacity of a battery. In a sealed storage battery, leveling charging is executed every time the integrated discharged quantity of electricity is five times or more the five- hour rate capacity of the battery. The discharged quantity of electricity of a lead-acid battery is integrated each time by an integrator or the like, and leveling charging is executed manually or automatically when the value is five to ten times the capacity of the battery. Since leveling charge can be executed neither more nor less compared to a system of periodically executing leveling charging regardless of the discharged quantity each time, the Wh efficiency of charging is high, and the lead-acid battery can be used without lowering the capacity. It is preferable that the integrated quantity of electricity does not exceed fifteen times the capacity of the battery. If the selected value is too large, the battery is undercharged and may cause lowering of the capacity.
