PROBLEM TO BE SOLVED: To realize a decoding function with a small circuit scale and to easily change a decoding algorithm by respectively selecting a decoding program in the case of decoding and a data processing program in the case of a data processing and calculating an input signal or a signal after decoding in accordance with the selected program. SOLUTION: Enciphered data 11 is decoded by a processor core 13 and outputted from the core 13 after the desired data processing. When succeeding data is processed, a data fetching instruction in the data processing program is executed and the above operations are repeated. The data fetching instruction permits the processor core to be in a stand-by state and a data fetching possible signal is outputted to the outer part of a signal processing chip 10. The data fetching possible signal is outputted even when the power source of the signal processing chip 10 is turned on or reset. Besides, a change-over control signal 18 is kept to be zero without changing it when data 19 which is not enciphered is processed.
