PROBLEM TO BE SOLVED: To fill a rectangular heat storage tank efficiently and optimally with a capsule type heat storage material. SOLUTION: A retaining panel 34B having a female fitting part 44 and a partial fitting part of a capsule type heat storage material 28 and a retaining panel 34A having a male fitting part 42 and a partial fitting part of the capsule type heat storage material 28 are provided. Upper and lower parts of the capsule type heat storage material 28 are fitted in the partial fitting part 36 between both panels 34 thus securing both panels 34. Assembled heat storage material units 40 are arranged in a heat storage tank and stacked on the upper layer surface while being jointed at the fitting parts 42, 44 and a large number of the capsule type heat storage material 28 are contained in the heat storage tank thus forming a heat storage unit.
