PROBLEM TO BE SOLVED: To obtain a display controller where a setting of a response time of a display means can simply be revised and to obtain a recording and reproducing device for a camcorder. SOLUTION: The display controller is provided with an integral level detection circuit 20 that detects the level of a video signal and with a gain arithmetic circuit 40 having a response time selection selector that varies an output response time to a liquid crystal finder 8 in the case of controlling a gain in response to the detected input level. Thus, an optimum setting of the response time to the liquid crystal finder 8 can be realized with a simple configuration without the need for changing circuit constants of an externally mounted circuit or the like.
