PROBLEM TO BE SOLVED: To facilitate reconstruction of a network by raising an alarm to a port in the case that a load of a network under the management of the port is too heavy. SOLUTION: Upon the receipt of data via ports 21A, 21B, 21C, 21D, a LAN controller 22 stores the received data into a transmission reception buffer 24, counts the number of times of data reception for each of the ports 21A, 21B, 21C, 21D and stores the result to a port number count area 25. When a timer 27 generates interruption for each prescribed period, a data analysis section 29 calculates a network usage rate on the basis of the number of times of data reception. A parameter storage section 31 stores a network allowable rate of each of the ports 21A, 21B, 21C, 21D that is calculated in advance. A data comparison section 30 compares the network usage rate with the network allowable rate and transmits an alarm signal to any of the ports 21A, 21B, 21C, 21D whose load is heavy.
