PROBLEM TO BE SOLVED: To generate a binary image suitable for character recognition even in an image subjected to a half-tone dot meshing in its one part and in slips different in background color for every region. SOLUTION: In this image processing method, at the time of generating a binary image suitable for optical character recognition from a gray level image, the gray level image is inputted (S11), and regions on the image being the object of character recognition are specified (S12), and a binarization threshold is calculated for every region (S13). The root mean square of a difference between the calculated binarization threshold and each pixel value in the region is calculated (S14), and when the value is a normal value or more (S15), edges in each character region is counted (S17). An evaluation value indicating a binarized state is calculated from the number of edges (S18), and the binarization threshold is reset according to the evaluation value (S20), and a binary picture is generated (S23) from the obtained binarization threshold (S22).
