PROBLEM TO BE SOLVED: To execute line/trunk set processing even during collation processing without holding the line/trunk set processing by preparing a set state table where information about whether or not line/trunk is in the middle of being set is written, confirming the contents of the set state table when collation processing is performed and preventing what is during line/trunk setting from being collated. SOLUTION: When collation processing is performed, the collation processing controlling part 131 of a 1st main processor 115 transmits a state request signal of a use state of a line/trunk circuit 212 to a peripheral processor 211. The line/truck setting part 221 in the processor 211 reads contents of a use state table 231 and returns them as a state response signal to the processor 115. The collation processing part 131 of the processor 115 collates the state response signal with the contents of a use state table 141. In such a case, collation is not performed about the part of a line/trunk number in the middle of being set in a set state table 142.
