PROBLEM TO BE SOLVED: To obtain an image signal whose deterioration is not distinct from input image signals where resolution or a degree of deteriorated image quality is different in the time base direction. SOLUTION: In this image processing unit, a distribution calculation section 14 and a difference generating section 15 respectively receive data of an area segmented by area segmentation sections 11, 12 from a decoded image signal in compliance with the MPEG-1 or the like as an input image signal. The difference generating section 15 takes a difference between an output data of the area segmentation section 12 and data of the area of the image signal segmented by an area segmentation section 18 from a frame memory 17 storing an image signal of one precedence frame with respect to the input image signal. A still/ moving picture discrimination section 16 discriminates whether a picture is a still picture or a moving picture on the basis of the difference. An output pixel decision block 13 compares the variance of output data of an area segmented by an area segmentation section 19 from the signal of the frame memory 17 with the variance of output data from the area segmentation section 11 and applies output processing to the image signal having higher variance when the discrimination section 16 discriminates a still picture.
