PROBLEM TO BE SOLVED: To realize data collection and monitoring at a low cost without damaging real time nature of the operation in addition by utilizing a packet exchange network as a signal transmission path, allowing plural slave stations to transmit a signal to the packet exchange network all the time and allowing a master station to collect data from the packet exchange network all the time to perform monitoring. SOLUTION: A packet exchange service network 3 is utilized as a transmission path of a signal between measuring instruments 2 as a slave station and a monitoring device 1 as a master station. The network 3 and the device 1 are connected by a terminal adapter 4. The instruments 2 transmit measured data, a situation signal of the instrument, etc. to the network 3 in the form of a data packet to which data such as time and a station number are added all the time. The device 1 collects data in every instrument 2 from the network 3 all the time and monitors a measured value and the situations of the instruments 2.
