PROBLEM TO BE SOLVED: To certainly prevent a board from hanging over due to the weight thereof in a winding up state of a cover seat by a simple and compact structure made from a small number of parts, even if the board is provided on an end portion of the cover seat pulling out side. SOLUTION: A pair of locking tools 5 provided on both ends of a stay united to an end portion in pulling out side of a cover seat 1, and engaging with a locking portion of a vehicular body to keep a stretching state of the cover seat 1, is integrally provided with a second engaging portion 52 engaging to a cover seat pulling out port 31 of a casing 3, in addition to a first engaging portion for the above mentioned engagement. The second engaging portion 52 is structured to engage with the casing 3 by elastically deforming in a direction which expands the cover seat pulling out port 31 and fitting therein, so that clipping force by winding force and a restoring force of elastic deformation is exerted on the end portion of pulling out side in a winding up state of the cover seat 1 to prevent hanging over due to the weight thereof.
