PURPOSE: A system and a method are provided to improve performance of brake, prevent shock to motor vehicle, improve cold start during winter times, and significantly reduce white and black smoke while controlling an opening degree of an exhaust brake cylinder in proportion to the amount of current of an electronic control unit. CONSTITUTION: A system comprises an exhaust brake switch, a clutch switch, an engine rotational frequency sensor, an accelerator pedal sensor, a vehicle speed sensor, water temperature sensor, an ECU, a solenoid valve, and an indicator lamp. A method comprises a first step of selecting a current corresponding to each digital data from among a current map when the exhaust brake starts operation, a second step of converting the digital data into analog data, a third step of judging whether the control current is the same as a target current, a fourth step of delaying time and modifying the target current, if the control current is judged as same as the target current in the third step, a fifth step of judging whether the current control is completed, and a sixth step of releasing the current control after the current control is completed in the fifth step.
