PURPOSE: An apparatus and a method for converting an interlace video format to a non-interlace video format are provided to output a video signal of non-interlace video format to a monitor by converting a video signal of an interlace video format to the video signal of the non-interlace video format. CONSTITUTION: The first memory portion(1) receives and stores an odd pixel signal. The second memory portion(2) receives and stores an even pixel signal. The first control portion(3) sets up a field distinction bit signal by distinguishing an odd field and an even field from a field signal and stores pixel signals of each field to the first and the second memory portions according to the field distinction bit signal. The second control portion controls the outputs of pixel signals stored in the first and the second memory portions.
