PROBLEM TO BE SOLVED: To reduce the energy consumption resulting from transfer without increasing environmental load by providing an intermediate treating part for executing the intermediate treatment of the primary treated matter such as accumulation or dehydration, volume reduction or these combination at a primary treating/transferring part as an annex. SOLUTION: The org. waste such as garbage is ground by a disposer, and the ground garbage is transferred to a primary treating part provided in a vicinity of the place where the waste is generated with water. The mixture is separated to org. matter and the water to be transferred by a sedimentation separating method, a floatation separating method, screen filtering method or the like and the water to be transferred in which water soluble components are dissolved is subjected to chemical treatment and microorganism treatment and discharged to reduce the environmental load. The ground waste recovered at a separating part is subjected the volume reduction to form the primary treated matter and accumulated and stored for a fixed time and transferred by car to an intermediate treating site by every fixed time. The primary treated matter is subjected to flocculation, dehydration or the like and subjected to solid-liq. separation in the intermediate treating site. In this way, the volume is remarkably reduced and the transfer energy of the treating system is reduced.
