PROBLEM TO BE SOLVED: To provide a cosmetic having excellent usability and stability in a system containing water and an oil component emulsified or solubilized by using a carboxyvinyl polymer. SOLUTION: The objective cosmetic contains the following components (A) to (E) in respectively specified amounts based on the total weight of the cosmetic. (A) A carboxyvinyl polymer: 0.01-3.0 wt.%, (B) a polyethylene glycol having a molecular weight of 5,000-5,000,000: 0.01-3.0 wt.% (C) cellulose powder having an average particle diameter of 1-30μm: 0.1-30 wt.%, (D) an oil component: 1.0-60 wt.%, and (E) water : 1.0-95 wt.%.
