PROBLEM TO BE SOLVED: To enable the execution of both of rust prevention and hydrophilicity impartation at a time by incorporating at least one among an oxide, oxygen acid salt and organic acid salt of zirconium and a fluorocomplex salt, a crosslinkable resin having reactivity with the zirconium and a hydrophilic resin which is soluble in water and has a hydrophilic group respectively at specific ratios into the above agent and preparing the agent to a specific pH. SOLUTION: Treatment is executed for 5 to 90 seconds at a bath temperature of 20 to 70 deg.C by using a treating bath which contains at least one among the oxide, oxygen acid salt, organic acid salt of the zirconium and the fluorocomplex salt at 100 to 50,000 ppm in the amount of the zirconium, the crosslinkable resin (e.g.: polyvinyl alcohol) having the reactivity with the zirconium at 100 to 100,000 ppm in solid content concentration and the hydrophilic resin (i.e., polyvinyl pyrrolidone) which is soluble in water and has a hydroxyl group, carboxyl group and amide group or ether group as the hydrophilic group at 50 to 100,000 ppm in solid content concentration and has the pH 1 to 5.
