PROBLEM TO BE SOLVED: To effectively protect a fragile part, which constructs the part of angle part, at the outer tube by inter posing an impact absorption layer, which is softer than the outer tube, between the outer tube and the end part ring that constructs a bending tube. SOLUTION: The impact absorption layer 37, which is made of a seal material that has a predetermined thickness in the range from the end part side to the pivotal fixing part of adjacent angle ring 30, is set so as to cover the end part ring 30a, 30b in order to protect a part on the end part ring 30a, 30b, which constructs a non-bending part, of outer tube 34 that is the outer part of angle part 21 from impact and the like, and an outer tube is mounted on the impact absorption layer 37.
