PROBLEM TO BE SOLVED: To uniformly operate many apparatuses by selecting an apparatus having the number corresponding to the number stored in a counter + 1 when the operation of a prescribed number of apparatuses is started or stopped in the increase/decrease control of the operating number of a plurality of apparatuses (fans) connected in parallel. SOLUTION: In the control of the operating number of many fans 3 set on the air-cooled type exhaust condenser of a steam turbine, an initial value of 0 is stored in both an operation counter Ca and a stop counter Cb when the operation is started from the state where the condenser is perfectly stopped, or the state where all the fans 3 are stopped. When a prescribed number of fans are operated or stopped, the number attached to the finally operated or stopped fan 3 is stored. When the fans are started, the fan 3 having the number corresponding to the number stored in the counter Ca + 1 is started first, and when the fans are stopped, the fan 3 having the number corresponding to the number stored in the counter Cb + 1 is similarly stopped first.
