PROBLEM TO BE SOLVED: To effectively remove the dioxins incorporated in leaked smoke while preventing the leaked smoke from diffusing to the inside of a building. SOLUTION: A furnace-surrounding chamber 6 for covering the periphery of an arc furnace 1 is arranged and also a furnace-surrounding chamber system discharge passage 4 for sucking the leaked smoke in the furnace-surrounding chamber 6 is arranged. The furnace-surrounding chamber system discharge passage 4 is connected to a building system discharge passage 3 for sucking the waste gas in the building in which the arc furnace 1 is arranged, and an activated carbon feeder 5B for feeding the activated carbon for adsorbing the dioxins in the leaked smoke circulating in the furnace-surrounding chamber system discharge passage 4 is arranged. The activated carbon adsorbing the dioxins are captured at the bag house 34 provided at the building system discharge passage 3.
