PROBLEM TO BE SOLVED: To enhance a sound absorbing characteristic by forming a plurality of openings on a pair of outer covering plates in a mutually shifted style, and integrating an aluminium fiber material between the plates, thereby forming a sound absorbing panel. SOLUTION: A pair of outer covering plates 2a, 2b formed of aluminium-made plate is provided with a plurality of openings 4a, 4b whose opening ratio is 25% or more and cyclic phases are shifted by 180 degrees, the openings 4a, 4b being shifted alternately in their positions. An aluminium fiber material 3 whose thickness is 4 mn or less in average is arranged between the plates 2a, 2b, then they are added with a slight amount of a binder and subjected to a pressure formation to thereby form swelling parts 30a, 30b of the fiber material 3 in the openings 4a, 4b, and thereby a sound absorbing panel 1 where a ratio (h)/(t) between its height (h) and a distance between the plates 2a, 2b (t) is 0.3-1 is formed. Accordingly, the purpose is attained.
